{"id":1578,"date":"2021-06-17T02:10:56","date_gmt":"2021-06-17T00:10:56","guid":{"rendered":"https:\/\/www.woydt.be\/blog\/?p=1578"},"modified":"2022-04-30T15:41:14","modified_gmt":"2022-04-30T13:41:14","slug":"brexit-3","status":"publish","type":"post","link":"https:\/\/www.woydt.be\/blog\/?p=1578","title":{"rendered":"Brexit 3"},"content":{"rendered":"<p>&#8220;There is a simple reason why Boris Johnson and <a href=\"https:\/\/www.woydt.be\/blog\/?p=71\">European<\/a> leaders failed to find common ground over <a href=\"https:\/\/www.woydt.be\/blog\/?p=964\">Brexit<\/a> at last week\u2019s G7 summit. They are not even <a href=\"https:\/\/www.woydt.be\/blog\/?p=463\">talking<\/a> about the same thing.<\/p>\n<p>For the <a href=\"https:\/\/www.woydt.be\/blog\/?p=2748\">British<\/a> prime minister, <a href=\"https:\/\/www.woydt.be\/blog\/?p=1459\">Brexit<\/a> is a matter of national character that cannot be described in legal documents. For continental <a href=\"https:\/\/www.woydt.be\/blog\/?p=163\">politicians<\/a>, legal texts contain the true meaning of a project that only exists in the real world as a set of rules to be implemented. To Johnson, the withdrawal agreement was a single-use tool for levering himself out of a tight spot. For Brussels, it is the chamber into which <a href=\"https:\/\/www.woydt.be\/blog\/?p=1560\">Britain<\/a> levered itself.<\/p>\n<p>That difference will continue to cause friction because it is not a misunderstanding. Johnson knows that legal arguments over the Northern Ireland protocol favour the European position. He chooses not to care. To concede on the principle that any part of the UK is subject to European regulatory standards \u2013 the compromise he signed to avoid a land border on the island of Ireland \u2013 would be to admit that a portion of <a href=\"https:\/\/www.woydt.be\/blog\/?p=2701\">sovereignty<\/a> was conceded in the <a href=\"https:\/\/www.woydt.be\/blog\/?p=151\">negotiations<\/a>.<\/p>\n<p>That would be a stain on his self-image as the man who made a clean break from Brussels. He finds confrontation more appealing, not least because he expects it to achieve more than compliance. Whether that is <a href=\"https:\/\/www.woydt.be\/blog\/?p=487\">true<\/a> depends on how you define achievement.<\/p>\n<p>Johnson\u2019s calculation doesn\u2019t prioritise peace in Northern Ireland. &#8230; If Northern Ireland is on fire, any insistence from Brussels on maximum implementation of rules on sausage imports will look callous and disproportionate. &#8230;<\/p>\n<p>That technique will not do much for Britain\u2019s reputation abroad, but Johnson\u2019s mind rarely strays far from his domestic audience, to whom he will explain that everything is the EU\u2019s fault. His party and most of the <a href=\"https:\/\/www.woydt.be\/blog\/?p=136\">media<\/a> will endorse that interpretation, as it always has done. &#8230;<\/p>\n<p>When Johnson\u2019s critics say he must be held accountable for Brexit, they use that word to mean the process and cost of severing ties with Britain\u2019s neighbours and losing frictionless access to their markets. That is the remainer definition, even when used by people who accept there is no remain cause left to fight. When Tories say \u201cBrexit\u201d they mean it in the wider sense of a <a href=\"https:\/\/www.woydt.be\/blog\/?p=571\">cultural<\/a> <a href=\"https:\/\/www.woydt.be\/blog\/?p=180\">revolution<\/a>, sustained by belief and <a href=\"https:\/\/www.woydt.be\/blog\/?p=147\">national<\/a> pride. &#8230;\u00a0 The project\u2019s goals are too abstract to be attainable in any economically useful sense \u2013 there are no new jobs in the sovereignty-manufacturing sector \u2013 so momentum is maintained by always reimagining and refighting the old enemy. &#8230;<\/p>\n<p>This is the long tail of Brexitism \u2013 a political mode that has its genesis in the <a href=\"https:\/\/www.woydt.be\/blog\/?p=1269\">referendum<\/a> but has evolved into something much wider. Its defining feature is the flight from complex reality to <a href=\"https:\/\/www.woydt.be\/blog\/?p=35\">symbols<\/a> and fantasy. &#8230;<\/p>\n<p>Theresa May was broken by the attempt to divert the frothing stream of leaver demands down narrow channels of responsible statecraft. Her successor declared such restraint unnecessary, and then appeared to prove the point by getting a Brexit deal done. The trick was to sign the treaty without intending to honour it.<\/p>\n<p>All who serve in the current cabinet have signed up to the Johnsonian code of conduct that makes evidence and truth subordinate to the performance of boosterism. &#8230; Real-world government is a sequence of arguments over what is available on current budgets and, if more cash is needed, who will pay. &#8230;<\/p>\n<p>Brexit is not really a destination but a state of mind.
