{"id":349,"date":"2009-09-03T00:12:36","date_gmt":"2009-09-02T22:12:36","guid":{"rendered":"http:\/\/www.woydt.be\/blog\/?p=349"},"modified":"2023-12-22T00:11:26","modified_gmt":"2023-12-21T23:11:26","slug":"staat-2","status":"publish","type":"post","link":"https:\/\/www.woydt.be\/blog\/?p=349","title":{"rendered":"State 2"},"content":{"rendered":"<p>&#8220;the <a href=\"https:\/\/www.woydt.be\/blog\/?p=21\">State<\/a> as it emerged and was consolidated in Western <a href=\"https:\/\/www.woydt.be\/blog\/?p=71\">Europe<\/a> over several centuries was the result of complex processes. &#8230; What were the main processes that led to the constitution of the State?<\/p>\n<ul>\n<li>First, there was a movement towards <span style=\"text-decoration: underline;\">centralisation<\/span>.<\/li>\n<li>Second, it entailed a protracted dynamic of <span style=\"text-decoration: underline;\">resource concentration<\/span> and then an attempt at monopolisation, in the first instance of <a href=\"https:\/\/www.woydt.be\/blog\/?p=142\">military<\/a> means. &#8230; the State then succeeded in monopolising legitimate <a href=\"https:\/\/www.woydt.be\/blog\/?p=88\">violence<\/a> both internally and vis-\u00e0-vis competing external polities. The process of monopolisation also (and crucially) concerned taxation. &#8230;<\/li>\n<li>Thirdly &#8230; centralisation and monopolisation led to the establishment of a <span style=\"text-decoration: underline;\">bureaucracy<\/span> &#8230; This involved a dynamic of differentiation and the emergency of a clear distinction between public and private spheres. &#8230; the rise of the State marked the end of patrimonialism. &#8230;<\/li>\n<li>The last aspect in the development of the State &#8230; was institutionalisation. This took the form of the <span style=\"text-decoration: underline;\">written codification<\/span> of laws applicable to all <a href=\"https:\/\/www.woydt.be\/blog\/?p=565\">citizens<\/a> and entailed legal responsibilities on the part of those who held political or bureaucratical office. &#8230;<\/li>\n<li>There are of course a number of other considerations that are of importance &#8230; Of note would be the relationship between the State, the <a href=\"https:\/\/www.woydt.be\/blog\/?p=147\">nation<\/a>, other territorial entities and different types of political regimes; its role in regulating competing social forces and in imposing <a href=\"https:\/\/www.woydt.be\/blog\/?p=160\">order<\/a>; its links with the \u00e9lite; and, finally, its economic function, either as actor or regulator or, possibly, as manager of the welfare system &#8230;<\/li>\n<\/ul>\n<p>&#8230; the use of the notion [of the State] in settings where the four processes <a href=\"https:\/\/www.woydt.be\/blog\/?p=62\">discussed<\/a> above have not occurred, or have occurred erratically, is a form of &#8216;concept stretching&#8217; that is inimical to the proper understanding of the exercise of <a href=\"https:\/\/www.woydt.be\/blog\/?p=34\">power<\/a>.&#8221;<\/p>\n<blockquote><p>aus: Patrick Chabal &amp; Jean-Pascal Daloz: <a href=\"https:\/\/www.woydt.be\/blog\/?p=343\">Culture<\/a> Troubles.
